The
rural economy
A report
commissioned by West Lancs District Council in 2006
presents an interesting picture :
# The rural economy in West Lancs has
generally avoided the problems which are common elsewhere : falling
farm incomes, rural isolation, enormous gaps between income and house
prices. Most rural businesses felt that West Lancs was a good place to
do business. The rate of creation of new businesses was higher than in
nearby areas.
# This relative prosperity is an important
part of the whole economy of West Lancs. Horticulture in the northern
parishes is a major supplier of food and supports a large number of
jobs not only in food production but also in packaging, processing and
freight.
# There are also major construction and
engineering businesses in rural areas. But the report suggests that
West Lancs will never have a large tourism and leisure sector although
Martin Mere and other attractions have an important role.
# There were serious problems with skills and
labour supply. The situation has changed recently with the arrival of
thousands of immigrant workers especially from Eastern Europe. But poor
rural transport makes it difficult for people to get to work.
# Planning is another big problem because
93% of West Lancs is Green Belt. This means that it's almost impossible
to build new housing needed for rural workers.
# Ormskirk and Burscough are essential to the
success of the surrounding rural areas. But the lack of a town council
has not helped and farmers' markets have not taken off.
# It is suggested that West Lancs food
producers need to create a brand identity like the French
'appellation', perhaps based on a Ribble Valley name.
# Parish councils should be brought into the
development process and encouraged to get involved with local
businesses.
